Additional Restrictions (Top-Up) Grant (ARG) Application

The Government has provided a small amount of additional funding to be made available to businesses whose premises do not have a rateable value, or they do have a rateable value and have been significantly impacted by the Omicron outbreak because they are in the direct supply chain to eligible businesses shown in the table on the previous page.

As the Government’s Top-Up allocation for Ashfield District Council is limited (£131,000), we will only be able to pay eligible businesses who supply the correctly completed application forms and provide the required supporting evidence at the same time, on a first come, first served basis.

The main criteria for a business to be eligible for this grant are:

  • You must either be:
    • A business rated property for which you are liable, or
    • Have a fixed rental cost (with a rental agreement which must be submitted with your application and must relate to property within the District of Ashfield)
  • The business property was trading at 30 December 2021
  • The business is not insolvent, in liquidation or administration or being struck off
  • The business has not qualified for the Omicron Hospitality and Leisure Grant (OHLG)
  • The business has not received funding in excess of the current subsidy control limits

Failure to supply evidence may result in a delay or non-payment if you qualify, as this grant funding allocation has been limited by government.

Subsidy Conditions (previously known as State Aid)

COVID-19 business grant subsidy allowance

The EU State aid rules no longer apply to subsidies granted in the UK following the end of the transition period. From 4 March 2021, new subsidy allowances were established for the COVID-19 business grants schemes, on the basis of the principles set out in Article 3.4 of the Trade and Cooperation Agreement. There are three subsidy allowances for this scheme:

  • Small Amounts of Financial Assistance Allowance – the business is allowed up to £335,000 (subject to exchange rates) over any period of three years
  • COVID-19 Business Grant Allowance – the business is allowed up to £1,900,000
  • COVID-19 Business Grant Special Allowance - if limits under the Small Amounts of Financial Assistance Allowance and COVID-19 Business Grant Allowance have been reached, the business may be able to access a further allowance of funding under these scheme rules of up to £10,000,000, provided certain conditions are met

Grants under these allowances may be combined for a potential total allowance of £12,235,000 (taking into account all grants previously received under the COVID-19 business grants schemes and subject to the exact amount applicable under the Small Amounts of Financial Assistance Allowance).
