Monitoring

Each year we carry out monitoring to evaluate the housing, employment and retail sectors in Ashfield. This information feeds into the Local Plan. 

Annual monitoring report

The annual monitoring report aims to establish what is happening now and what may happen in the future to inform the Local Plan and corporate objectives. Through comparing trends against existing policies we can check whether changes are needed. 

The report includes information on and plans toward: 

  • health and happiness
  • homes and housing
  • economic growth and place
  • clean and green environment
  • safe and strong communities
  • innovation and improvements.

Housing land monitoring

The housing land monitoring report shows the availability of housing land in Ashfield and the rate at which housing developments are completed. It also shows the availability of affordable housing and an overview of development across the last 12 years.

Housing Delivery Test Action Plan

The Housing Delivery Test (HDT) has been introduced by the Government as a monitoring tool to demonstrate whether local areas are building enough homes to meet their housing need. The HDT, which was introduced in February 2019, compares the number of new homes delivered over the previous three years with the authority's housing requirement. The HDT will be used to determine the buffer to apply in housing supply assessments and whether the presumption in favour of sustainable development should apply. Under the HDT:

  • Where housing delivery over the previous three years has been less than 95% of the housing requirement, LPAs should prepare an action plan setting out the causes of under delivery and the intended actions to increase delivery;
  • Where delivery has been less than 85% of the housing requirement, a 20% buffer should be applied to the supply of deliverable sites for the purposes of housing delivery assessment;
  • Where delivery has been less than 75% of the housing requirement, the NPPFs presumption in favour of sustainable development will apply. Where an Action Plan is required, this should be prepared within six months of the test results being published.

The latest HDT covers the monitoring years 2017/18, 2018/19 and 2019/20 and the results were published on the 19 January 2021. Ashfield scored a 65% result against the test. As such, an Action Plan has been prepared to identify the reasons for under delivery, and to identify measures to improve the situation. Employment land monitoring

The employment land monitoring report shows the availability of land and floorspace for employment purposes in the district. Floorspace may mean offices, industrial, warehousing or spaces used for a combination of these activities.

Retail floorspace survey

The Retail Floorspace Survey monitors the district's retail climate and provides information relating to existing retail units, such as their current use and state of occupancy. This will allow us to monitor any changes in use of retail premises across the district.

The Retail Floorspace Survey also forms an important strategic document which contributes to the wider Local Plan evidence base.
